Philippe Millet discussed the critical role of the telecommunications sector in combating scams during Workshop 7 at the Global Anti-Scam Summit Europe 2024. Despite the sector’s relatively late engagement in the summit compared to banking, the discussion highlighted several initiatives by telecom operators in different countries, emphasizing the importance of collaboration within the industry and with other sectors such as banks and law enforcement.
Millet stressed the need for more harmonized telecommunication regulations globally, which would better support the efforts against scams. The workshop addressed the necessity for a robust framework for number leasing, sub-allocation, KYC (Know Your Customer), and KYT (Know Your Transaction) in each country, advocating for these to be standardized worldwide.
The discussion also focused on data sharing, highlighting the complexities of sharing data not only between telecom operators but also across different sectors. Harmonization and clear roles for regulators were deemed crucial for improving data sharing and enhancing international cooperation. Millet pointed out that many regulators lack a comprehensive understanding of the international aspects of telecommunications, suggesting that ongoing dialogue and education are necessary to empower regulators to combat scams more effectively.
In conclusion, Millet called for a more integrated approach to telecommunications regulation and collaboration, stressing that a united global effort is essential to effectively combat scams.
