A network is beaten by a network: Mexico's banks move from remediation to prevention

The Global Anti-Scam Alliance (GASA) convened the Fraud Committee of Mexico's Association of Banks (ABM) to advance the "enriched agreement," an initiative aimed at stopping fraudsters before the harm occurs.

Fraud today operates like an industry: organized, well-resourced, and constantly evolving. Criminals share techniques, tools, and learnings to attack the financial system as a coordinated network. The only response that works is a network of equal strength — and that is exactly what took shape at a recent roundtable hosted by Nu México, where GASA brought together the Fraud Committee of Mexico's Association of Banks (ABM).

The conversation centered on an initiative that could change the rules of the game: the enriched agreement.

Why it matters

The enriched agreement represents a decision by the sector: to face fraud as a system rather than as a series of isolated cases. Its purpose is to act on whoever commits the fraud, instead of reacting once the damage is done.

It is the move from remediation to prevention. And above all, it is a definition of shared responsibility: protecting a user should not depend on which institution holds their account, but on the strength of the system as a whole.

Three principles for a stronger defense

The roundtable surfaced three ideas that define where the fight against fraud is heading.

Collaboration is the new line of defense. No bank, no fintech, and no platform wins alone. Criminals coordinate; the response has to be at least as coordinated.

The customer is at the center. Users are the first line of defense, not the weak link. They deserve to feel supported, informed, and accompanied, rather than blamed when they are deceived by increasingly sophisticated tactics.

The ecosystem is bigger than banking. Scams begin with a message, a call, or a click long before they reach a bank. Telecommunications providers, digital platforms, authorities, and prosecutors all have a seat at this table.

Our role: building the bridge

GASA's mission is to build bridges among the actors that can stop fraud: banks, fintechs, telecommunications, digital platforms, authorities, and civil society. Collaboration is the path; protecting users is the goal.

Experience in other regions confirms that coordination across sectors improves prevention outcomes. Mexico's banks are now building that capacity from within the sector.
