United Against Scams: Mexico’s Path to Stronger Protection

Date of Event:  5 November 2025
Event:  GASA Meet-up

Scams affect millions of Mexicans every year, undermining confidence in the digital economy and causing losses estimated at more than $8 billion annually. The latest GASA meet-up, United Against Scams: Mexico’s Path to Stronger Protection , brought together leaders from government, finance, telecoms, and technology to discuss how Mexico can strengthen prevention, reporting, and coordination to protect consumers.

Hosted by the Global Anti-Scam Alliance (GASA) Mexico Chapter and based on insights from the State of Scams in Mexico 2025 Report , the discussion was moderated by Sissi De La Peña , Director of the GASA Mexico Chapter.

Speakers:

  • Alehira Orozco , General Director – Government Affairs, Mercado Libre

  • Heidy Karla Rocha Ruiz , General Director – Cybersecurity Division, Digital Transformation Agency

  • Oscar Lazcano , Chief Executive Officer – VoiSek

  • Rogelio Garduño Ruvalcaba , Executive Director – Fraud Prevention and Claims, Scotiabank

  • Gilberto Fragoso , Manager – Fraud Prevention and Information Security, América Móvil

The webinar highlighted that 76 per cent of Mexican adults have been targeted by scams, facing an average of 86 attempts per person each year. With most incidents originating from direct-message platforms or phone calls, speakers called for a national shift from isolated responses to integrated, multi-sector collaboration. They emphasised that financial institutions, telecoms, platforms, and public authorities must share intelligence in real time to reduce the impact of fraud.

The conversation concluded with a strong consensus on the need for a unified national fraud reporting framework and greater digital-literacy initiatives to rebuild public trust. GASA’s Mexico Chapter aims to facilitate this collaboration by convening key actors from all sectors to coordinate action and accelerate reform.
