GASA Brings Stakeholders Together in Brussels for First Europe Chapter Meeting

Key Discussions and Priorities

Miguel De Bruycker, Director General of the Centre for Cybersecurity Belgium, welcomed participants and shared Belgium’s approach to coordinating action against online fraud. He highlighted the importance of clear coordination between organisations while recognising that different sectors operate within their own legal frameworks, systems and responsibilities.

Jorij Abraham, Managing Director of GASA, then presented findings from the State of Scams in Europe 2026. Drawing on responses from more than 22,000 people across 15 European countries, the research provided context for the discussions that followed, examining the scale and impact of scams across the region.

Ted Moore of the UK Home Office presented the UK Fraud Strategy, outlining its three pillars of disrupt, safeguard and respond. His presentation focused particularly on disrupting the infrastructure, technology and services that enable fraud, as well as the importance of sharing data across the public and private sectors.

Andrei Skorobogatov, Policy Director at GASA, introduced the GASA Europe Chapter and the need to complement global anti-scam cooperation with action at regional and national levels. The Chapter will bring together stakeholders to identify shared priorities and develop initiatives that respond to challenges specific to Europe.

Els Bruggeman, Head of Policy and Enforcement at Euroconsumers, shared why the organisation joined the Europe Chapter and highlighted the challenges scam victims face when navigating multiple organisations to report scams and seek support. She also discussed work on national anti-scam centres as a way to bring stakeholders and information together, alongside the need to connect these efforts at European level.

A major focus of the wider discussion was data and intelligence sharing. Participants discussed the challenges organisations face when exchanging information across sectors while navigating European data protection requirements such as GDPR. The discussion also explored differences in how sectors classify scams and measure prevention, as well as the need for trusted environments where organisations can coordinate more effectively against the infrastructure enabling scams.

The meeting provided an opportunity to begin identifying priorities for the Europe Chapter and areas where closer coordination could make a difference. Participants discussed practical examples and best practices that could be shared across industries, helping organisations learn from existing approaches rather than developing solutions independently.

GASA will use the discussion to help shape the Chapter’s next steps and identify opportunities for further collaboration, research and practical initiatives across Europe.
