Hannah Arendt’s concept of the “banality of evil” shows that wrongdoing is often committed by ordinary individuals who normalize it. In the same way, scams don’t spread only through one “big” scheme—they multiply through repeated acts, like a virus transmitted in small doses.

This April, we will examine the rise of online gambling–related scams driven by a faction of scam compounds across Southeast Asia, and explore best practices from selected regulators around the world.

This session brings together regulators, law enforcement, and experts to share best practices, improve cross-border coordination, and discuss practical strategies to prevent harm, protect communities, and disrupt scam operations.
