Taking the Fight against Scams across the Globe
In today’s interconnected world, cyber criminals operate across borders, making it imperative that our defenses against scams are both robust at a national level and coordinated internationally. Recognizing the crucial need for local action to support global efforts, we are initiating the establishment of national GASA chapters.
The aim of these chapters is to forge a solid network of stakeholders committed to safeguarding consumers from fraud at the national level. While aligning with GASA’s global initiatives—such as the Global State of Scams survey, virtual meet-ups, and the Global Anti-Scam Summits—chapters offer additional, localized value through several key activities:

Hosting In-person Gatherings: These events facilitate the exchange of the latest intelligence on scams and provide networking opportunities for stakeholders.

Launching National Consumer Protection Initiatives: These include:

The real-time exchange of fraud-related information.

Establishing websites dedicated to consumer scam awareness.

Creating and distributing free resources and tool kits for consumer education.

Conducting National Fraud Research: By studying fraud trends and consumer vulnerabilities at the national level, we can develop more effective strategies to protect consumers from scams.
Innovations and strategies developed by one chapter can serve as valuable models for others, fostering a spirit of collaboration and shared progress across the network.

GASA Chapters
Apply to Join
The GASA chapters welcome companies to join as member with one of the following characteristics:

The organization itself is often abused by scammers (internet service providers, social media platform, telecom operator, market place, financial service provider, etcetera).

The person is working for an NGO, University, Law Enforcement or other Government authority in the role of preventing/fighting fraud.

The organization offers commercial services to prevent fraud. A GASA (Corporate) Membership fee may apply in the future.
Depending on the Chapter’s goals and aspirations a membership fee may apply in the future. As we try to protect consumers professionally, individual membership is not possible. GASA has the right to refuse applications without justification.

Chapter Guidelines
Chapter Governance
The National Chapters are each led by a National Chapter Board. The board is selected by its members. Every 2 years, the National Chapter Board selects an Executive Board to manage day-to-day operations. An Executive Board consists of at least the three roles mentioned below. The Executive board may co-opt additional members to the board at its discretion, if an uneven number of seats is preserved to prevent ties. Standard roles are:

Chairperson – Responsible for leading the chapter.

Treasurer – Responsible for the financials.

Secretary – Responsible for day-to-day operations.
Any Member may only fulfill one role. For financial prudence, the same member cannot be Treasurer for consecutive terms.
Membership Model
Any organization is welcome to join a GASA Chapter. Focus lies on: government agencies, consumer & financial protection authorities, law enforcement, financial services, telecom operators, brand protection agencies, Big Tech companies, Internet Service Providers, and cybersecurity companies
Each membership application must be approved by the local chapter and GASA, centrally. In general, the only criteria to not be allowed to become a member are doubts about the legality of the organization or past behavior unbecoming to the goals of GASA.
After the first year of formation, the commercial model for the Chapter will be defined. Each chapter may have a different model as goals and activities may differ. The financial model will need to be approved by GASA centrally.
GASA has, at any time, the right to revoke the membership of a company or individual without justification.
Financials
Each Chapter can set its own annual budget. The annual budget of the Chapter is determined by its national GASA members’ contribution. GASA Chapters are not allowed to raise debt and should keep a financial reserve of 20% on its expected expenses at all times. The financial budget of each chapter needs to be approved by GASA centrally.

GASA Email Addresses for the Chapter Boards (the letters stand for the country):

A distribution list (e.g., singapore@gasa.org, brazil@gasa.org) to facilitate easy communication between Chapter members.

Support for and promotion of (virtual) Meet-ups
As GASA and its Chapters grow and more funding becomes available, GASA centrally may also provide research, event coordination, marketing, and sales support.
GASA Brand Use
At all times GASA centrally remains the only and full owner of the GASA brand, its CRM, contact lists and other shared assets.
The following rules apply regarding the use of GASA’s brand:

All external communication and use of the GASA brand by Chapters must be approved in advance by marketing@gasa.org.

Online external communication is only facilitated via GASA.org in English.

GASA Chapters are to refrain from political statements.

To prevent confusion on social media only one GASA account per medium is maintained. These media include Facebook, X (Twitter), and LinkedIn. Members can email marketing@gasa.org to promote events/activities via these media.

Chapter members can set up closed communication groups (e.g., via WhatsApp, Telegram, WeChat) themselves.
